    Ucrania tiene poco que ofrecer a sus estudiantes internacionales. La calidad de educación ofrecida es baja, hay un sinfín de burocracias y la corrupción abunda. A lo largo de un cuarto de siglo, la calidad de educación ofrecida ha ido bajando dramáticamente, no sólo debido a la falta de fondos estatales y a una subsecuente fuga de cerebros, pero primordialmente a una desenfrenada corrupción endémica. Reformas estructurales fallidas y una incapacidad institucional en la educación superior ha dejado a Ucrania con una juventud sin esperanzas de recibir una educación de primer nivel y ha tenido un impacto negativo en estudiantes internacionales también.
