    Hoy en día hay 39 instituciones de educación superior y 250,000 estudiantes en Eslovaquia, con una población de 5.4 millones. En 2008 sólo dos instituciones de educación superior estaban usando sistemas de detección de plagio. La situación era grave y requería una solución. El Ministerio de Educación decidió lanzar una lucha sistemática contra el plagio. Se fijó una meta: Para el año 2010 sería obligatorio para todas las instituciones eslovacas usar el repositorio central nacional para estas tesis y disertaciones (NCRTD) y el sistema nacional de detección de plagio (NPDS).
