The Decentralisation of education and corruption

The debate around the precise nature of the relationship between decentralization in education and corruption helps us understand why and under what circumstances decentralization may help limit corruption. A key principle for developing an effective decentralization policy is the need for balance between the professionalism, the autonomy, and the accountability of each actor. For instance, giving principals the autonomy to manage funds and making them accountable for their use without, however, offering them training and guidelines may invite mismanagement. A variety of concrete measures are also necessary, including: a clear policy framework; widely available information; strengthened accountability and greater autonomy at the local level.
