    La corruption et les pots-de-vin versés pour survivre étaient endémiques sous l'ère communiste, mais des lois ont été remaniées depuis 1989 en vue de combattre le problème. Malgré tout, les institutions ne sont pas suffisamment fortes pour faire face à la corruption, et chacun doit toujours payer des pots-de-vin aux docteurs, aux enseignats, et aux fonctionnaires.
