    Les nouveaux enseignats font souvent face à un retard de plusieurs mois avant de recevoir leurs salaires. Les enseignats complètent parfois leur revenu avec un deuxième travail. Cela peut affecter leur présence à l'école et peut contribuer à réduire le temps dont ils disposent pour préparer leurs cours. Un rapport de 2007 de l'organisation non gouvernementale cambodgienne « Partenariat dans l'éducation » (NEP) révèle que les coûts de l'éducation pour chaque enfant est en moyenne de 108 $ par an, soit 9 pour cent du revenu annuel de chaque famille. « Lorsque vous incluez les coûts scolaires formels et informels, les cours privés et les goûters, la plupart des étudiants payent 2.50$ par jour », déclare l'officier en charge de l'éducation et du renforcement des capacités à la NEP. L'impossibilité de payer les taxes informelles est la raison la plus souvent évoquée par les parents qui font abandonner l'école à leurs enfants, déclare le rapport.
