    Les activistes de la société civile de Sierra Leone travaillent à l'amélioration de la responsabilité financière. Le groupe de la responsabilité financière nationale (NAG) – branche locale de Transparency International – a mené une enquête sur un échantillon de 28 écoles d'une zone rurale, sur les dépenses publiques (PETS), pour découvrir ce qu'il était advenu aux subventions scolaires ainsi qu'au matériel d'étude attitré. L'enquête du NAG réalisée après un précédent PETS conduit par le Ministère des finances révèle des chiffres alarmants sur la corruption dans l'éducation. En 2002 des chercheurs ont constaté que 45.1 % des fonds alloués pour les subventions des droits scolaires ont été perdus et que presque 28 % du matériel d'enseignement et d'étude avait disparu.
