    En la primavera de 2004 se llevaron a cabo una serie de entrevistas con 43 rectores, vicerrectores y administradores en cinco universidades privadas. Se llegó a una conclusión general, y es que para llegar a obtener una matrícula o una solicitud de acreditación, con muy pocas excepciones, se necesitaba algún tipo de soborno. Una matrícula podría requerir un soborno de unos 200 dólares americanos, que es como el salario medio correspondiente a dos meses de trabajo de cualquier académico – mientras que para una acreditación podríamos estar hablando de una "gratificación" 10 o 20 veces mayor.
