    El Índice de Percepción de la Corrupción (CPI) 2008 de Transparencia Internacional pone de relieve el vínculo fatal existente entre la pobreza, las instituciones fallidas y la corrupción. Sin embargo, otros retrocesos notables registrados en el IPC 2008 indican que la solidez de los mecanismos de supervisión también está en riesgo entre los más ricos. En los países de bajos ingresos, la corrupción desenfrenada pone en peligro la lucha mundial contra la pobreza, que amenaza con descarrilar los Objetivos de Desarrollo del Milenio de las Naciones Unidas (ODM). Según el Informe Global de la Corrupción 2008 de TI, esta corriente de corrupción rampante ascenderían a 50 mil millones de dólares estadounidenses (35 mil millones de euros), o casi la mitad de los desembolsos anuales de ayuda mundial, al coste de la consecución de los ODM en agua y saneamiento.
