The technical cooperation activities facilitated by the Crime Programme under the framework of the Global Programme against Corruption (GPAC) are supported by a modular approach that draws from a broad set of anti-corruption policies and measures, or "tools". This extensive collection of theoretical approaches and their associated practical applications has been developed from the papers and inputs received from the participants of the Expert Group Meeting on "Global Programme against Corruption - Implementation Tools" held in Vienna on 13 and 14 April 2000. The toolkit will be regularly updated and refined based on a systematic action-learning process using further anti-corruption research, including the completion of GPAC's comprehensive country assessments in its various pilot countries, and lessons learned from the technical assistance activities implemented by GPAC and other agencies active in the field of anti-corruption.
