This chapter addresses public discourse at the intersection of standardized testing , the role of international organizations in it, and the problem of corruption in higher education . It is aimed to resolve by conducting a systematic research of the major Ukrainian media sources for the 5-year period from 2007 to 2011. The standardized test becomes a subject of national public discourse conveyed through the media outlets. The media does not mention virtually any international organizations in its reporting on standardized testing, despite a significant role that foreign agencies have played in the testing initiative in Ukraine since its very inception, nor do the media refer to Western experiences with testing.
