    La falsification des bulletins scolaires afin d'obtenir une admission dans les écoles privées de Kigali est considérée comme un des défis principaux entravant la qualité de l'éducation. Au cours d'un atelier sur l'éducation organisé par le conseil municipal de Kigali , un militant de Power in Education-une organisation de la société civile locale- a révélé qu'une enquête récente avait indiqué que plus de 100 étudiants dans diverses écoles de la ville avaient utilisé des bulletins scolaires falsifiés pour obtenir leur admission.
