    Un haut fonctionnaire américain a demandé une vérification indépendante des chiffres fournis par le gouvernement afghan concernant l’utilisation de l’aide américaine pour l’éducation, à la suite de certaines déclarations de ministres afghans. Ceux-ci affirment en effet que le gouvernement précédent avait fourni des données manipulées, biaisées et exagérées sur des projets financés par les USA dans l’enseignement secondaire et supérieur , et qu’il s’était ingéré dans les examens d’entrée à l’université. Selon ces allégations, il existerait également des écoles et enseignants fantômes, financés par les fonds américains.
