    Des interviews de 43 recteurs, vice-recteurs et administrateurs de 5 universités privées ont été menés au printemps 2004. Le consensus qui s'en dégage est qu'à de rares exceptions près, la corruption, quelle qu'en soit la forme, est un passage obligé pour obtenir une licence ou une accréditation. Le montant des pots-de-vin à verser peut atteindre 200 dollars des E.U. pour une licence, soit deux mois de salaire d'un universitaire moyen, et un « pourboire » 10 à 20 fois plus élevé pour une accréditation.
