Le ministère de l'éducation nationale d'Indonésie a proposé un projet de loi pour déréglementer les universités du pays. Mais la privatisation des principales universités conduira, selon le service de surveillance de la corruption en Indonésie, à l'exclusion des enfants de familles moins aisées. Les coûts élevés des droits d'entrées universitaires ont, en effet, eu tendance à réduire ou éliminer les étudiants des provinces les plus pauvres d'Indonésie. Des cas majeurs de corruption éclatent en Indonésie et la preuve a été faite que des frais de scolarité universitaire plus hauts ont augmenté la corruption dans le secteur.
