    L'indice de perception de la corruption 2008 de Transparency International (IPC) souligne le lien fatal entre pauvreté, échec des institutions et corruption. Mais d'autres pays importants en recul dans l'IPC 2008 indiquent que de puissants mécanismes de surveillance constituent aussi un risque pour les plus riches. Dans les pays à faible revenus, la corruption rampante met en péril la lutte mondiale contre la pauvreté, menaçant de faire échouer les Objectifs du millénaire pour le développement (OMDs).
