    Le gouvernement a pu constater le manque d’implication formelle des ministères dans la lutte contre la corruption. Selon le responsable du personnel et des organismes gouvernementaux, le ministère de l’Éducation et de la santé a fourni des informations erronées tandis que l’agence publique pour la protection de l’environnement et des forêts a tout bonnement soumis le même rapport que l’an dernier, à la virgule près. Pour les autorités, la mise en œuvre de la stratégie officielle de lutte contre la corruption est très insuffisante dans un certain nombre de ministères, où ce phénomène reste endémique.
