The effects of Public Expenditure Tracking Survey on the community: a case of Kisarawe Districts

Public expenditure Tracking Survey (PETS) is tool in a methodology which is used to track the flow of government money from the top to the bottom. This paper discusses the effects of public expenditure tracking survey techniques aimed at educating the citizens on issues pertaining to budget given from the top to the local level in Kisarawe .It goes into getting an insight into formed committee by NGOS like Development Concern (DECO) which had a duty to apply PETS, The study used both quantitative and qualitative methods for data collection. The study found out that Public expenditure tracking surveys had great effects to the community, because respondents could tell the function of PETS, Citizens were satisfied by the ways committee worked in the study area, service provider could now tell openly or reveal the money allocated for by government budget. Level of transparence had increased, information concerning allocation of the budget were now available at the center. The study significantly could prove that PETS had a greater impact to the society. The survey permitted measurement of corruption at the level of individual agents, such as schools, health clinics visited in Kisarawe.
