Les causes principales de cette situation sont l'absence de volonté politique pour mettre en place un cadre réellement opérationnel et exécutoire en matière de marchés publics, les pressions exercées par les représentants politiques sur les procédures de passation des marchés publics et l'inefficacité des contrôles.
