Public opinion research shows that corruption is among the top concerns of people and leaders around the world, and is now part of all national and international development dialogues. Empirical research has raised public awareness worldwide of the detrimental impact corruption on socioeconomic development. The challenge today is to develop operationally effective responses to the disease. This volume aims at contributing to this effort by providing prototype roadmaps for tracking and addressing corruption vulnerabilities in several key sectors and in core areas of public financial management. It is divided into three parts: part one explores specific sectors and includes a chapter on teacher absenteeism; part two looks at public financial management, with focus on the possibilities for corruption throughout the public financial management cycle, public procurement, and the revenue management side of public finance, namely, taxation and custom administration; part three deals with money laundering.
