Global and local: standardized testing and corruption in admissions to Ukrainian universities

This chapter addresses public discourse at the intersection of standardized testing, the role of international organizations in it, and the problem of corruption in higher education . It is aimed to resolve by conducting a systematic research of the major Ukrainian media sources for the 5-year period from 2007 to 2011. The standardized test becomes a subject of national public discourse conveyed through the media outlets. The media does not mention virtually any international organizations in its reporting on standardized testing, despite a significant role that foreign agencies have played in the testing initiative in Ukraine since its very inception, nor do the media refer to Western experiences with testing.
