The election to president of Indonesia in 2004 was in large part because of his promises to improve governance and fight corruption. This report, which was produced two years into the term of the President, examines what his government has done to fight corruption, and to what effect. Specifically, the report describes and analyzes the range of anti-corruption initiatives that have been undertaken or supported by the administration of President Yudhoyono as of mid-2006. It focuses on the wide range of initiatives included under Presidential Instruction 5 of 2004 and the subsequent National Action Plan for the eradication of corruption. It also includes an examination of the Commission for the Eradication of Corruption, which although an independent agency, has taken a leading role in the government's efforts to fight corruption.
