This report addresses the state of corruption in Nicaragua, its historical roots and recent efforts by government (as well as donors and civil society) to address the issue. Additionally, this analysis briefly offers some suggestions on how donors, and Norad specifically, can enhance programs to strengthen the institutional reform and anti-corruption efforts by focusing on both the quality and quantity of systematic, broad based civil society participation in an ongoing and evolving integrity and reform process.
