By bringing new research to the forefront, the Policy Forum – in English, French, and Spanish – will help policy-makers and programme implementers improve education service delivery and reduce corruption in education.

    This case study looks at how open budgeting is used in Ukraine, focusing on the Open School Platform (OS) – an innovative online open budget website developed in 2016 by Fund UNION, a Ukrainian civil society organization. OS facilitates interaction and enables transparent communication between key education stakeholders, including local public authorities, schools, and parents. The study assesses how this open government approach is being applied to resolve the issue of non‐transparent school financing which undermines trust in educational planning.

    287,000 ghost students were found registered in schools under the Punjab Education Foundation (PEF) programme. Schools, government officials, and NGOs are suspected to be involved in the preparation of a fake record Rs1.1 billion per year. A special audit of the funds received by PEF is being conducted and strict measures will be taken against the officers involved in this corruption case.
