Ugandan police have made no arrests among the 88 suspects – some of them alleged to be politicians and business people – implicated in the altering or forging of marks at Makerere University, months after university officials reported the offences. Up to 69 degrees are to be cancelled at Makerere University following the findings of a university audit initiated in September. The audit report, which is not available to the public, has revealed that results were altered at senate level after lecturers and college and school registrars made their submissions.

An awareness campaign against widespread corruption in universities, which includes bribery by students to get good results, false diplomas and sex to gain promotion, has been launched by CONAC, the national anti-corruption commission. According to a source “The main kind of corruption here is the sale of grades by certain teachers. Students whose work is bad get teachers or education officials to improve their grades”. CONAC found instances of nepotism, counterfeiting of results, false diplomas, promotions in return for sex, and abuse of power.

The executive director of National Council for Higher Education (NHCE) noted that a number people including public servants have been rushing to obtain academic certificates without even attending classes. He warned that universities found issuing such certificates risk having their charters and letters of interim authorities withdrawn. He added that the council was keen to ensure the 'fake' degrees' rush stops in efforts to streamline higher education in Uganda. He also expressed concern over cases of university students missing their marks, thus denying them the opportunity to graduate in time.

The rector of Naples Suor Orsola Benincasa university is under investigation for allegedly helping the son of a former minister get a research position at the institute. The news came two days after seven university teachers were arrested by Florence finance police in relation to a probe into the alleged rigging of exams to qualify as lecturers. Another 22 people have been barred from holding academic positions for 12 months in relation to the probe and 59 people are under investigation in total. The probe was triggered by an alleged attempt by some teachers to persuade a researcher who was a candidate in an exam to qualify as a tax-law teacher to withdraw the bid in favour of a less qualified candidate.

Zimbabwe’s Higher and Tertiary Education, Science and Technology Development Minister has lost his Constitutional Court bid to overturn his arrest on charges of allegedly misappropriating around US$450,000 from a manpower development fund that finances students, among other activities. The minister is facing the allegations alongside the Deputy Minister and the Finance Director of Zimbabwe Manpower Development Fund (ZIMDEF). ZIMDEF was established through an act of parliament to fund human capital development.

Tanzania’s flagship University of Dar es Salaam is under investigation by the parliamentary Public Accounts Committee for the mismanagement of university funds. An audit report for the 2014-15 and 2015-16 fiscal years presented to the parliamentary committee earlier this month shows that approximately US$0.5 million was lost on unretired imprest from workers and US$0.2 million on salaries to ghost workers at the university. The committee chairperson suggested that poor financial management at the university was behind the losses.

The Federal Government says it will immediately begin to investigate universities operating multiple accounts in violation of the Treasury Single Account policy of the government in order to checkmate corrupt practices in the nation’s universities, adding that concrete efforts would be made to protect whistleblowers in the country as part of the ongoing anti- corruption crusade. The government also said it intends to find an alternative means of sourcing funds for the revitalisation of infrastructure in the universities.
