The Teachers Service Commission (TSC) has launched a new biometric enrolment and validation of teachers system intended to address staff shortages and prevent the use of fake degrees. Pre-loaded data from the TSC payroll system will be validated when the teachers provide physical documents such as an enrolment certificate, national identity card, letter of first and last appointment together with their academic and professional certificates. This pilot registration took off in 143 schools in seven counties.

The World Bank has suspended the first tranche of $100 million in a programme to fund free schools in DR Congo after a November report found fake invoices, lists of teachers filled with fake names at non-existent schools, and alleged embezzlement of 63 billion Congolese francs ($31 million). According to the Ministry of Education records from January, over 15,000 teachers turned up for the validation exercise with fake documents, whereas 52,900 teachers were registered under the Teacher Management Information System and received certificates.

Renewal or continuation of engineering courses across India depends on All India Council of Technical Education’s (AICTE) approval of information provided by colleges. As the institutions were forced to submit correct data, AICTE found that over one lakh (one hundred thousand) teachers existed only on paper, were working without the requisite qualification, or were teaching at multiple institutes as full-time faculty.

In order to capture teachers’ daily attendance, the State Government introduced fingerprint devices in 219 secondary schools under the Ministry. The new system will not only help reduce teacher absenteeism in primary and secondary schools but also eliminate ghost workers. The State Commissioner for Education reported that 53.5 per cent of teachers do not show up for work at all.
