11 preschool owners and workers stole millions of tax dollars through a variety of schemes, using it to pay for everything from diamonds and Costco shopping to home renovations and a family wedding, state documents show. Child advocacy groups have warned of a preschool special education crisis in New York and signed a letter to the governor urging increases in the reimbursement rate earlier this year.

The civil organization called for the six aspiring governors of Mexico State to commit to actions such as debugging the education payroll and providing resources to schools in marginalized areas. "Mexicans have a right to know which candidates for state governor are in favor of educational reform and which are in favor of the comfortable status quo, as well as which candidates for governor are committed to the rule of law and which will continue to allow a series of abuses and omissions of the law," said the organization.

Honduras invests large sums in education, but powerful teachers' unions and political appointments hinder reforms in a sector vulnerable to corruption and lacking of civil society monitoring. There are 50,000 teachers in the country; between 2,500 and 6,000 of them have pending issues about their posts (such as irregular paid leaves or unjustified absence while still on the payroll).
