Elite universities in the United States and the United Kingdom have been investing endowment funds offshore in order to pay little or no tax, according to details revealed in the so-called Paradise Papers. According to the student run Fossil Free Pitt Coalition “We are concerned about the lack of transparency, as two-thirds of the endowment is just a mystery to us. We are suspicious about where that huge segment of the endowment is going.” An emeritus professor in accounting at the University of Essex, told the newspaper that UK universities should be more transparent about their investment decisions, since they are public institutions that receive public money, including from the European Union.

Universities in the United States should close down their Confucius Institutes – teaching and research centres funded directly by the Chinese government – says a report by the National Association of Scholars or NAS. The wide-ranging report includes additional insights on the institutes’ often-secretive operations gleaned from the contracts signed with a dozen US universities, obtained through freedom of information law requests. The report, Outsourced to China: Confucius Institutes and soft power in American higher education, says unless contracts between US universities and the Hanban can be renegotiated to include more transparency, financial and hiring autonomy for US host universities, academic freedom guarantees and other safeguards, the institutes should be shut down.

The association representing Canada’s university professors has condemned Carleton University’s board of governors for a new policy that will ban board members from speaking publicly about the meetings they attend. The professors say the move is a violation of transparency and openness that is fundamental to academic freedom. The board has also moved to ban faculty and student union representatives from sitting on the board, claiming they are in conflict of interest.

Federal prosecutors are investigating an agreement between a Brazilian Federal University and a state-controlled oil company, which allegedly subcontracted tenured staff meant to work solely for the university via an academic foundation. However, after the investigation appeared to show widespread irregularities and fraud, higher education groups in Brazil have denied that there is insufficient transparency in the relationships between public universities and private companies.

Last December, 1,055 high school communities around Mexico – comprising almost 1.3 million students – engaged in a transparency and accountability exercise. This involves each principal of public high schools completing three electronic forms covering more than 100 indicators. These range from income and expenditure, to enrolment and academic performance, to the condition of school equipment and infrastructure.

Mexico enacted its new transparency reform, this amendment to the constitution is a welcome change and will enhance the system through which people access public information. Access-to-information laws are vital for transparency and a key safeguard against corruption.
