    New initiative to combat fraud in education: European observatory on the horizon

    The Bureau of the Council of Europe's Steering Committee for Education is discussing the creation of a European observatory for ethical integrity and transparency in Higher Education, a landmark initiative against educational fraud. The observatory aims to tackle the growing problem of fake diplomas with objectives such as data collection, promotion of ethical practices, prevention of corruption and international cooperation. Despite bureaucratic, financial and legal challenges, this initiative offers considerable potential benefits for the quality and reputation of higher education in Europe.

    Ethical bodies in Sub-Saharan Africa face challenges in their capacity to perform their work due to a lack of ICT resources and academic training in ethics and regulatory affairs. €1.5 million (about US$1.62 million) has been granted to Benin, the Gambia, and Ivory Coast to install the Research for Health and Innovation Organiser software, a cloud-based platform that could make the work of such bodies more efficient while enabling them to improve ethical conduct and research integrity, review processes, build capacities in oversight and monitoring.

  • Building a culture of integrity in Montenegro’s higher education system

    At the invitation of the Council of Europe (CoE), IIEP organized a training workshop for members of the National Ethics Committee of Montenegro and several representatives of public and private national Higher Education institutions. The workshop, which was held at the Abbaye de Royaumont (France) from 12 to 14 September 2022, was followed by a study visit and a series of capacity-building activities carried out by the Institute in the framework of the its partnership with CoE .

    University lobbies for retraction of unethical AI study

    Curtin University implicated in unethical research using facial recognition technology to identify Uyghur and Tibetan minorities has lobbied unsuccessfully for the publishers to retract it on several occasions. An internal review of research by a resigned professor at the university found that he breached several ethical codes, including failing to obtain informed consent and approval. The article remains online although Curtin University deputy vice-chancellor has urged the publisher to remove all references to the university.

    At the invitation of the Comptroller General’s Office of the Republic of Peru, IIEP participated in the 2018 Annual International Conference for Integrity (CAII) held in Lima, Peru, from 6 to 7 December 2018. This annual event seeks to "create a space for discussion about different government oversight mechanisms and their latest developments around the world”.
