    This case study compares the design and implementation of two major open school data initiatives in Bangladesh, namely the government-led open school data programme developed by the Directorate of Primary Education (DPE), and Transparency International Bangladesh (TIB) report cards. As a citizen-led initiative, the TIB strives to empower parents of students in selected public primary schools through useful school data published in leaflets, information boards and desks, interactive discussions at mothers’ gatherings, and meetings with authorities.

    A mass exodus of teaching staff is looming at Likhubula Primary School in Chilomoni Township, Blantyre after 28 teachers asked for postings from the school following a stand-off that has arisen between the teachers and the surrounding community. In a letter, the teachers say they do not feel safe at their current workplace after the community openly accused them of misusing the school’s funds. The Chilomoni Ward Councilor accused the teachers of corruption when collecting funds from pupils and when handling other projects at the school.

    Teachers and taxis: corruption in the education sector in Honduras

    Honduras invests large sums in education, but powerful teachers' unions and political appointments hinder reforms in a sector vulnerable to corruption and lacking of civil society monitoring. There are 50,000 teachers in the country; between 2,500 and 6,000 of them have pending issues about their posts (such as irregular paid leaves or unjustified absence while still on the payroll). For current decentralization plans to impact positively on education services, local auditing skills need to be improved, parents must be given a bigger role, and unions must adhere to codes of conduct.
