The Korea Independent Commission Against Corruption was founded in January 2002 following the enactment of the Anti-Corruption Act in 2001, which was a response to a national call to root out corruption. It aims at ultimately shifting from the detection (whistleblowers) and punishment of corruption towards the uprooting of its cause and its associated corruption prone culture and environment. KICAC carries out four major statutory functions: corruption report inspection; recommendations for institutional reform; anti corruption formulation and evaluation, promoting education and international cooperation. The KICAC Annual Report is a chronicle of the Commission's major activities. The report includes sections which cover the causes and characteristics of corruption in Korea; how the Commission was established and its major activities; the route future anti-corruption policies are likely to take; and other relevant issues. With regards to education and corruption, the report focuses on the teacher personel system in Korea. Topics covered include promotion, relocation and transfer of education personnel.
