A Corruption Risk Assessment report conducted in six districts within the education sector has recommended the full decentralization of the payroll management system to reduce corruption risks. The report suggests that decentralization would ensure that validation and enlistment in the Ghana Education Service (GES) begin and end at the district level. Findings indicate that newly recruited teachers have been paying bribes to fast-track their payroll processing or issuing duty letters with incorrect dates.

Nigerian academics argue that the Joint Admissions and Matriculation Board, the sole agency permitted by law to conduct entrance examinations for all tertiary institutions in the country, needs to be decentralised and modernised if it is to stand any hope of dealing with the rampant corruption being uncovered within the body. JAMB has attracted a great deal of media attention over the past few weeks as a result of public hearings into several cases of corruption, particularly relating to the sale of official scratch cards, the biometric cards issued and used by JAMB for on-line registration of all examinations candidates.

There is a wide consensus among policymakers and practitioners that while access to education has improved significantly for many children in low- and middle-income countries, learning has not kept pace. Information is a key building block of a wide range of strategies that attempts to tackle weaknesses in service delivery and accountability at the school level, even where political systems disappoint at the national level.

Honduras invests large sums in education, but powerful teachers' unions and political appointments hinder reforms in a sector vulnerable to corruption and lacking of civil society monitoring. There are 50,000 teachers in the country; between 2,500 and 6,000 of them have pending issues about their posts (such as irregular paid leaves or unjustified absence while still on the payroll). For current decentralization plans to impact positively on education services, local auditing skills need to be improved, parents must be given a bigger role, and unions must adhere to codes of conduct.

Compton community college lost its accreditation from the Western Association of Schools and Colleges in June. The regional accrediting body cited poor governance, lack of education plans, lack of student support services, and an inadequate administrative staff as reasons for revoking the schools accreditation. The school is now being taken over by the state, despite California's highly decentralized system.

Community endowment funds are being experimented in Egypt. They are managed by village committees with the active participation of parents with support from the private sector. They lobby government for better resource allocation.
