    A new Transparency International report titled Leaving No Learner Behind reveals widespread corruption in education systems across Africa, based on research in five countries: DRC, Ghana, Madagascar, Rwanda, and Zimbabwe. The study finds that practices such as ghost teachers, payroll fraud, cheating, exam bribery, and sexual exploitation are undermining education quality and access, particularly for vulnerable learners.

    A new Transparency International policy brief warns that corruption in African education systems disproportionately harms women, girls, marginalised groups and learners with disabilities. Bribery, sextortion, payroll fraud and mismanagement of resources remain widespread at the service delivery level. Country findings show high bribery in school admissions in the DRC (56%) and Zimbabwe (72%), payroll fraud in Ghana, exclusion of disabled learners in Madagascar, and integrity risks in Rwanda’s grading and school programmes. Weak oversight and accountability mechanisms are identified as key drivers of persistent corruption.

    Over 5,000 students had their results withdrawn by Zimbabwe Schools Examination Council (ZIMSEC) after massive leaks. A headmaster and a teacher at Thokozani school had been arrested after they gained access to the examination papers and sold them to Zvishavane residents. However, according to a legislator, ZIMSEC used the school as a scapegoat for the examination board’s investigations to be concluded hastily.

    Students at Masvingo Teachers’ College claim that lecturers in the Professional Studies Syllabus and Art Professional Syllabus demand US$10 for students to pass their assignments. If they refuse to meet their demands, the teachers deliberately cause them to fail their assignments or give them lower grades. According to the headmaster of the college, the matter is under investigation.

    Transparency International Zimbabwe reports that many students are put under pressure to have sex for good grades, but when they bravely report this, justice is often hard to achieve. Sextortion in which sex, rather than money, is the currency of the bribe is not yet legally recognized as a form of corruption most universities in Zimbabwe do not have a clear policy for identifying and addressing such cases. There is no legal framework that recognizes sextortion as a form of corruption, and the police also have a limited understanding of it.

    Counterfeiting or purchasing of downright forged certificates, diplomas and degrees are some of the crudest forms of academic fraud in Zimbabwe. Experts say the employment of individuals with bogus credentials can be a public relations fiasco for both private companies and government. According to the Zimbabwe Schools Examination Council (ZIMSEC) spokesperson, the examinations body has been working with employers nationwide to verify academic credentials, uncovering a shocking number of workers with forged school and college certificates.

    University of Zimbabwe Vice-chancellor has been arrested for allegedly awarding former first lady a doctor of philosophy degree ‘corruptly’ in 2014. Another University of Zimbabwe Professor who supervised the former first lady’s work, is also under probe. Since 2014, there have been claims that the doctorate was fake, but no action was taken while her husband was in power, up until November last year when he was forced to resign as Zimbabwean president.

    Abusive teachers, lecturers to lose diplomas, degrees

    Lecturers in universities and colleges as well as teachers in public and private schools who are found guilty of abusing students risk having their degrees and diplomas cancelled by the Government to curb rampant abuse, especially of female learners. The Deputy Minister of Higher and Tertiary Education, Science and Technology Development said there was an urgent need to curb the surge in sexual abuse of learners in schools, colleges and universities. Punishments such as imprisonment or expulsion from work was not enough since perpetrators always ended up teaching elsewhere using their diplomas or degrees.
