The Kenyan government ordered an audit of 790 public secondary schools as part of the 2024/2025 financial review to enhance transparency in the education sector. The audit will examine financial management systems and procurement, with officials required to provide relevant documentation. Authorities aim to strengthen internal controls, ensure compliance with financial rules and safeguard public funds.

The Ethics and Anti-Corruption Commission (EEAC) has uncovered bribery, corruption, procurement irregularities, and fraudulent acquisition of public property in five public universities in Kenya. These malpractices have resulted in the loss of 6.4 billion shillings in public funds. The universities are now under investigation for criminal offenses.

The Cabinet Secretary for Education has called for quicker prosecution of all persons involved in exam fraud, warning that delays could encourage repeat offenses. He recommends measures like individualized penalties and placing candidates' names on exam papers to improve accountability. These steps aim to prevent issues such as unregistered candidates, unauthorized possession of materials, and altering results.

Questions about cheating are raised over the abnormal growth curve in exam results. 173,000 high school students have been admitted to universities at C+ level and above in 2022 compared to 145 in 2021 in the Kenya Certificate of Secondary Education (KCSE) examinations. This implies that 6,300 students exceed the 167,046 places available in public and private universities in 2021.

A recent study in Kenya found that 68% of respondents had engaged in some form of misconduct, while 36% admitted that they had engaged in the more serious breaches of fabrication, falsification, or plagiarism. To promote ethical research practices, transparency, equity, accountability and rigour across the continent, the African Research Integrity Network (ARIN) has been launched. It will be registered in different countries where nodes will be established.

Four students have been arrested for allegedly engaging in malpractice during the Kenya Certificate of Secondary Education (KCSE) examinations via Whatsapp and Telegram platforms. Detectives used cyber and digital forensics to intercept dozens of messages containing screenshots of the papers that are currently being examined. According to the Directorate of Criminal Investigations (DCI), the Ministry of Education’s efforts to preserve the integrity of administering the examination have been jeopardized by corrupted government officials.

Kenya has a global online industry on ghostwriters helping foreigners to cheat. Many of the essay mills websites are based in the US and Eastern Europe, and the profile pictures of the writers to be hired are fake. They give the impression that the essay will be written by an academic in the West when in fact it is written by someone in Kenya, often a student or graduate there. While some countries are taking action to ban essay selling services, it is not yet clear how effective this will be in stopping a trade that crosses international borders so easily.

The Kenya Universities Staff Union (KUSU) protested the dismissal of Maasai Mara University chief finance officer, who was among the staff who blew the whistle on the misappropriation of KES190 million (US$1.8 million). KUSU also called for the dissolution of the entire Maasai Mara University Council by the Ministry of Education and the removal of the acting vice-chancellor for covering up the case.

A recent report from Public Accounts Committee reveals the theft of billions of taxpayers' money pocketed by corrupt officials and school heads. The Mundeku Secondary School is one of the 4 ghost schools in the Ministry records with 1,188 students used by an official to steal Sh27,329,598.95 from public funds. The report found another officer inflating enrolment data for 185 schools, resulting in the overpayment of Sh269, 254,288. The cases have been submitted to the Ethics and Anti-Corruption Commission for investigation.

A number of school heads planned to defraud the government by providing lists of non-existing teachers, which delayed the release of the funds to pay teachers and other staff employed by the Boards of Management (BoM). The Minister of Education asked principals to collect and submit the right data of BoM teachers employed including names, the Teachers Service Commission number, and the country they belong to.
