The Cambodian government's Anti-Corruption Unit has been called on to police next month's national school-leaving exam in a bid to stamp out systemic cheating that has for decades compromised the quality of high school students applying for university places.

The parliament's representative of French citizens living in Northern Europe, pleads for a systematic use of anti-plagiarism software. "It is a question of equal chances", insists the Deputy when addressing the Ministers of National and Higher Education on this subject.

The Inspector General of Police (IGP) has issued a stern warning to members of public against processing and use of fake academic transcripts or identification. A university of Bordeaux student was condemned to three months imprisonment for having cheated several times, assisted by accomplices, during law exams. He appeared in the dock of the fifth chamber of the magistrate's court escorted by two policemen.

1,382 students from two British universities have been investigated for cheating since 2010. Most of those cases are of plagiarism. Most plagiarized work came from media and film students, and the Informatics department – which includes computer sciences.

A medical school admission examinations scandal in India has turned into a veritable whodunit with thousands of arrests, mysterious deaths and the suspected involvement of top politicians and bureaucrats.

As part of his duties, a clerical officer at the ministry has seen the suspension and even the dismissal of a number of teachers found to have committed wrong in their schools either by abusing their pupils or by embezzling funds. He is now under the microscope himself, accused of holding fraudulent qualifications.

The Deputy President says a proposal to deal with the problem of fake qualifications is being prepared and will soon be presented to Cabinet for approval. After years of piling up paper files, the Education Service Commission (ESC) will soon phase out its manual operations and demand that applicants for a job in the sector resort to electronic applications. The move to electronic means will ease the commission's ability to detect forgeries in applications and employment records.

With more universities and offices requiring English qualifications from graduates, students are turning to hiring other people to sit their English exams. The police in HCM City's Thu Duc District are investigating a case in which 34 students at the HCM City University of Agriculture and Forestry hired impersonators for their English exams. Last year, 10 impersonators were uncovered. Meanwhile, universities which require students take TOEFL, TOEIC or IELTS tests as English graduation exams have received a number of fake certificates.
