The Rwanda Ministry of Education (MINEDUC) has ordered the temporary closure of Rwanda Polytechnic Regional College Kigali, in order to investigate serious cases of theft and misappropriation of public resources. According to sources, college equipment allegedly disappeared, and top officials and several employees involved in the management of the institution have been interrogated and arrested.

Last April, the Office for Students set out a list of recommendations aimed at helping universities to prevent and respond to sexual harassment and misconduct on campus. According to ministers in the UK, universities failing to take tough action on sexual misconduct should risk losing their official status.

A 2021 Ministry of Education and Culture survey found that 77% of lecturers in Indonesia admitted that sexual harassment cases happened at their universities, but 63% chose not to report the cases to the police or other relevant institutions. Only 49 out of 122 universities had set up task forces against sexual harassment involving administrative staff, lecturers, and students. Sanctions outlined in the decree include financial penalties for institutions that do not prevent sexual violence and the dismissal or expulsion of perpetrators.

The Social Research Centre’s 2021 National Student Safety Survey reported 1835 sexual harassment and sexual assault incidents in Australian universities. The qualitative report included the submission of an international student, harassed by a university staff member. The student was not only left with full responsibility for her safety while the university had continued to protect its staff member but was also asked to no longer attend school seminars or social events.

To identify students accurately and easily detect any potential impersonator, an expert from Cairo’s National Research Centre called on African universities to introduce biometric systems based on fingerprints and to install scanning systems at entrance gates, examination halls and lecture rooms. An Egyptian soccer player has been recently impersonated during the mid-year exam at a private higher education institution in Shabraman.

Six vice-chancellors from Cambridge, Exeter and UCL have signed up to a pledge which commits universities to stop using legally binding non-disclosure agreements (NDAs) against students and staff who report sexual harassment. The Higher Education Minister stated that universities should end the use of NDAs which “buy victims’ silence” in sexual misconduct cases.

Nigeria’s National Universities Commission (NUC) had discovered fake institutions in Benin awarding PhD degrees after students completed bogus studies in less than one year. According to NUC, academic projects and theses were sold for about NGN3,000 (about US$7.32) per copy, and sexual harassment was prevalent. Many of these fraudulent institutions are run by Nigerian proprietors who target students from Nigeria, where public universities struggle to accommodate a high number of qualified students seeking admission.

To promote their academic position and for other financial benefits, many teachers including university professors, submit their thesis papers based on plagiarism. Last January, three professors at Dhaka University were dismissed following accusations of plagiarism in their research work. In the last five years at least 10 teachers of the same institution have also been accused of plagiarism or violation of copyright rules in their research works.

Five professors at Hassan I University in Settat, Morocco, are under investigation after conversations on social media were leaked in which they were allegedly discussing the ‘sextortion’ of female students for extra credits. The academic community called for a Business Ethics module in the university staff training programmes that would stop promoting such abuses.

The Anti-Corruption and Civil Rights Commission’s investigation reveals that 10 national universities in South Korea allegedly misappropriated KRW9.4 billion of students’ tuition fees. The funds were intended to cover student guidance programmes and safety activities carried out by professors and staff during lunch hours, after work or on weekends. Employees at one of the national universities overstated the number of such activities by changing locations and clothes earning KRW1.2 billion.
