To prevent the forging of information, a new digital platform will allow learners from primary to university levels to have an identification number. Schools will update data about their learners, teaching and non-teaching staff, infrastructure and facilities including physical education and sports through their online EMIS user accounts. The new system is aimed to eliminate ghost workers and improve transparency and accountability across the country.

This webinar presents the main findings of IIEP-UNESCO's case study on open budget in Ukraine. The study forms part of IIEP's ongoing research on "Open government: Learning from experience". It looks at how open budgeting is used in Ukraine, focusing on the Open School Platform (OS) – an innovative online open budget website developed by a Ukrainian civil society organization. 

A number of school heads planned to defraud the government by providing lists of non-existing teachers, which delayed the release of the funds to pay teachers and other staff employed by the Boards of Management (BoM). The Minister of Education asked principals to collect and submit the right data of BoM teachers employed including names, the Teachers Service Commission number, and the country they belong to.

YouTube stars are being paid to sell academic cheating, a BBC investigation has found. More than 250 channels are promoting EduBirdie, based in Ukraine, which allows students to buy essays, rather than doing the work themselves. YouTube said it would help creators understand they cannot promote dishonest behaviour. The BBC Trending investigation uncovered more than 1,400 videos with a total of more than 700 million views containing EduBirdie adverts selling cheating to students and school pupils.
