Academics, student unions and opposition parties have condemned the creation by Zimbabwean President of a new ministry – of National Scholarships – against the backdrop of the country’s ongoing economic woes. The appointment of a fully-fledged ministry will pave the way for budgetary allocations in the 2018 budget expected to be tabled in parliament before the end of the year. Critics have said that said the ministry of scholarships was not necessary and that the creation of a new ministry was an attempt by the president and his party ZANU-PF to create “new jobs for the boys”.

A 23-year-old man, residing a stone's throw from Lyon, was arrested on Tuesday morning, 3 October, for trying to fool the higher education scholarship system. During the 2016-2017 school year, the young man had received government money based on the establishment he claimed to be attending the conditions he had declared. The problem was that the student had falsified his university registration document, and Crous, which manages student grants, came to realize it.

MPs have rejected assertions by the Walter Sisulu University‚ service provider Intellimali and NSFAS that there was foul play in the "erroneous" payment of R14-million into a student’s account. The lawmakers from across the political divide pointed their guns at the three entities‚ with some telling Intellimali that they were too quick to lay criminal charges against the student‚ while the role of their employees has not been investigated in the matter. MPs also called on the higher education department to consider a review of the system used by NSFAS and universities to pay living allowances to students‚ saying there was no need for "middlemen" to be involved in the distribution of billions of rand.

The Parliamentary Portfolio Committee on Foreign Affairs last week interviewed three agencies that recruit and offer scholarships to local students to study abroad. The meeting came in the wake of revelations that a number of Zimbabwean locals have been falling prey to dubious agencies based in Harare who offer fake university scholarships to study in Cyprus with most students ending up stranded in the island country. Many of these students end up being forced into crime and prostitution in order to survive and pay for their tuition. The Zimbabwean Government is currently seeking the release and extradition of three Zimbabwean students who are held in prison in Cyprus for drug trafficking.

Immediately after the President was elected, borrower advocates and lawmakers expressed concern about what would happen to the current regulations aimed at holding for-profit colleges accountable. On Tuesday, their concerns were validated. The Education Department announced that it would delay and renegotiate two of the previous administration’s signature regulations: the first aims to penalize programs whose graduates’ loan payments exceed a set percentage of their earnings, while the second simplifies the process for borrowers who say they have been defrauded by their colleges.

Calls for greater government action have been made as university students have emerged as prime targets for Ponzi scheme fraud. This after at least 4,000 students from one university were threatened with expulsion after they diverted their tuition fees worth a total of US$6.5 million into an online Ponzi scheme which has since suspended its operations without explanation. At Osun State University over 4,000 students were served with notice that they may be expelled from the university if they failed to pay, by the end of February, all outstanding tuition fees. At a time of severe economic recession, the loss of the investment adds pressure on parents, many of who are victims of Nigeria’s massive unemployment rate.

Stakeholders are still awaiting a response from the education cabinet secretary to a World Bank report released earlier this year which put Kenya’s Higher Education Loans Board on the spot for mismanaging its funds at the expense of needy students. The report, indicates that the Higher Education Loans Board is spending excessive money on administrative costs that could be added to students’ loans. It recommends an overhaul of the loan disbursement and recovery mechanisms.

Social accountability projects are implemented with citizen engagement to ensure certain degree of accountability at all levels. Two social accountability projects have been implemented, operating in accordance with the provisions of the Local Government Act 2009. These projects aim to improve involvement of citizens in the management of local government finance.

Zimbabwe’s Higher Education, Science and Technology Minister is facing a probe over the alleged abuse of approximately US$450,000 meant for students in a development that has seen students calling for him to pay back the money and resign. According to a charge sheet prepared by the anti-graft commission, the minister is alleged to have used part of the money to fund cronies in his constituency as part of a bid to regain his seat in the 2018 general elections. His deputy, is alleged to have formed a company that benefitted from the student funds as universities were directed to buy equipment from his firm.
