The Ministry of Education of Trinidad and Tobago has outlined its digital transformation plan for the period 2022-2027. This plan consists of 13 digital projects, including: E-testing, a student management system, and quick-response identification cards for students. According to the Minister of education, "the benefits of this programme are far-reaching, and will positively impact areas such as records management, management of school infrastructure, curriculum delivery, teacher development and the conduct of examinations”.

Under the Organic Law on Intercultural Education (LOEI) and government directives on measures for prevention, containment, the emotional and economic stability of the educational community, the Ministry of Education prohibits any type of financial contribution by parents for the renovation of classroom façades or any other end-of-school-year expenditure. The Ministry guarantees the right to free education, monitors irregularities, and punishes any cases of misconduct.

The FBI announced that the former Education Secretary has been charged with allegations that she used her position to give 1,034 square feet of a school to a company in exchange for financial benefits. If found guilty, she could face sentences of up to 10 years for conspiracy and bribery, and up to 20 years for wire fraud.

Since 2009, education and health have suffered cuts and multiple corruption scandals. Over the past decade, spending on education and culture has dropped from 32.9% of the central government budget to 19.9%. Students have no library, no computer classes, and requests for funding to replace asbestos seeping from a primary school’s roof in San Pedro Sula were declined by central and local authorities. ‘The teachers and parents raised $1,500 through fundraising events and collection tins at traffic lights to pay for repairs’ said a primary school teacher.

Last December, 1,055 high school communities around Mexico – comprising almost 1.3 million students – engaged in a transparency and accountability exercise. This involves each principal of public high schools completing three electronic forms covering more than 100 indicators. These range from income and expenditure, to enrolment and academic performance, to the condition of school equipment and infrastructure.

Against the backdrop of the ministry's policy to make education free of charge, the 2009 school year has begun, beset by shortages of supplies, lunches, furniture, and some teachers in public schools and institutions. Not only did pupils entering the schools have to take or buy their lunch but they also got an extended playtime, as the schools lacked the desks and teaching materials for the few teachers who were in place to give classes.
