In their race to lure more postgraduate students, some universities are stopping just short of offering students a free semester to Jamaica where they can sip cocktails and finish up their research thesis. Postgraduate students are cash cows because they bring with them high government subsidies, more than for undergraduates.

Once comprehensively surveyed, the magnitude and reach of fraud is becoming clear. For example, research suggests that the majority of applications from a number of large student-sending countries are either significantly embellished or outright fraudulent. As a result, tens of thousands of international students, having passed through visa and admissions systems, are enrolled all over the world based on school transcripts, financial support statements, recommendation letters or test scores that are untrue.

In a case that has rocked the academic community in Taiwan and put many scientific research projects in jeopardy, 22 professors at some of the country's top universities – including the prestigious National Taiwan University – have been charged with using false receipts to claim reimbursements out of research funds.

Education Minister wants to make universities more accountable for how they spend their money after it was revealed billions of dollars a year are redirected from teaching to research. A report by the Grattan Institute found that universities report the $26 billion they spend each year in an "opaque" way, concluding: "Australia needs a more transparent system for reporting how universities spend their money."

This is following a string of cases over the past decade that have led academics across the country to criticize postsecondary institutions that appear to be willing to share control over their research agenda with private donors.

Universities may attract penalty, including a freeze of grants, if its teachers are found to be guiding more than eight PhD students at any given point in time as part of a drive to plug lacunae in research. The University Grants Commission will ask all universities to have anti-plagiarism software to ensure that the thesis papers reflect genuine research. The step assumes significance against the backdrop of some agencies offering their services to research scholars to draft theses for them for a fee.

Tertiary education unions in Nigeria are campaigning against a Treasury Single Account, implemented by the President to checkmate fraud and corruption in federal institutions and agencies, including in the education sector. The unions are worried about delayed salary payments and crippled grants from foreign partners for training and research. Tertiary education unions say that partners have threatened to withdraw financial support if the rigid new system is not made more flexible.

The independence of Swiss universities from the corporate world has again been called into question as details of pharmaceutical sponsorship deals were broadcast by Swiss public television, SRF. The programme found evidence that one firm may have manipulated academic research data. SRF research shows financial links between pharma giants and several leading universities. The most damning revelation is that one group demanded to see research every three months and reserved the right to make “acceptable alterations” to results.
