A school may demand that six teachers repay nearly $ 30,000 in pay raises they received after obtaining fake degrees from an online school.

An inspection of more than 100,000 schools has found that students have been charged 853 million yuan in illegal fees last year, Education Minister Zhou Ji said yesterday. He said 395 headmasters were among the 2,448 people fired or punished for imposing the fees. About 639 million yuan had been returned to parents after the inspections. Illegal charges for everything from school uniforms to field trips are rampant in many areas, prompting the government to launch a far-reaching clean-up campaign.

A survey conducted by Transparency International in Ghana, Madagascar, Morocco, Niger, Senegal, Sierra Leone, and Uganda covered 8.500 parents, head teachers, heads of Parent Teacher Associations and district education officers. The reports show a lack of budgetary information in school and call for strengthening school financial regulations, clarifying responsibilities, empowering school committees, and engaging with school communities and parents.

In a rural district of Uganda, almost half of all teachers were absent on a typical school day, denying children their right to an education. The African Network for the Prevention and Protection against Child Abuse and Neglect (ANPPCAN) trained a few student leaders in each school to take attendance of everyone, including teachers. As a result, teacher absenteeism has dropped to ten percent in this district, due in part to the student leaders.

The video reports that teachers had to play by new rules as the Education Service Commission, responsible for recruiting government teachers in Uganda, reviewed its rules and regulations after 20 years. While it addresses teacher promotion and the teacher-parent relationship, the main emphasis has been placed on teacher's behavior.

Afghanistan’s government says at least 8 million children are enrolled in school, but activists allege that up to 70 percent of the schools on official lists are alleged to be bogus, or only have a fraction of the students they claim.

The minister of education underlines the sector's engagement in the fight against corruption at schools, thus calling on the citizen's cooperation. The campaign "Olympiad of Knowledge" aims to pay homage to the best students. The minister underlines that bribe and corruption only postpone or compromise the quality of student's future.

TI office in B&H has started a new anti-corruption project. The pilot-stage will be implemented in the area of Banja Luka by October 2005. The project activities include a printing of a text-book to be used in school classes and enable the students and their professors discuss the corruption, lectures on ethics and an opinion poll of the professors and students' views on corruption.

Beijing municipality is revising the existing norms on professional ethics for the primary and middle school teachers. The revision will involve setting up of a series of systems concerning the post responsibility, and supervision and punishment of teachers in implementing the norms of the professional ethics. Unqualified teachers will be removed from the profession.
