    The new book “Corrupted: A study of chronic dysfunction in South African universities” is an account of chronic corruption rooted in a political economy framework combined with a lack of governance and management capacity and academic integrity. These universities are all located in resource-poor areas where the university is the main source of funding and an opportunity for corruption, ranging from contracts (such as building projects) to services (such as transport), to student accommodation and the sale of fake certificates.

    At the invitation of the Council of Europe (CoE), IIEP organized a training workshop for members of the National Ethics Committee of Montenegro and several representatives of public and private national Higher Education institutions. The workshop, which was held at the Abbaye de Royaumont (France) from 12 to 14 September 2022, was followed by a study visit and a series of capacity-building activities carried out by the Institute in the framework of the its partnership with CoE .

It highlights difficulties in coordinating school management committees (SMCs) with parents' associations, the lack of expertise of their members, the absence of representation of the most disadvantaged and a lack of accountability of the SMCs themselves.
