A new report by the Education Service Commission (ESC) has revealed that since 2003, 1,000 ghost teachers have been on the government payroll. Over 600 ‘ghost teachers’ from various secondary schools and tertiary institutions accessed the payroll with fake appointment letters signed by officials, while 400 teachers lacked practising licences. The report says that in few schools, appointed teachers were not teaching but sub-contracted private teachers to perform their duties.

An investigation found nearly 170 residents who allegedly defrauded subsidies from the Continuing Education Development Plan, which involved over MOP1 million. Between 2016 and 2019, two staff members attracted residents to apply to the Education and Youth Affairs Bureau for the Continuing Education Development Plan and apply for subsidised courses. The centre reported untrue attendance records and colluded with instructors and students to forge attendance records while the students received cash rebates amounting to half of the subsidies paid or took other courses held by the centre for free.

Academic dishonesty including dissertation fraud is on rise universities in Africa. Only 24 African countries out of 54 have institutional repositories. This means that dissertations and other sources of information that can be plagiarised only exist in hard copies. According to a professor from Uganda, one way to eliminate contract writing is to establish a rigorous process throughout the dissertation writing and defence process. The president of the Southern African Students Union believes that paying lecturers decent salaries will lead to a decrease in the number of people engaging in ghost-writing for students.

The Directorate of Vigilance and Anti-Corruption (DVAC) has booked eight persons, including four former employees of the varsity and four private persons for criminal conspiracy, criminal breach of trust, cheating, forgery, and falsification of accounts. While perusing the details of registration and tuition fees of 16,580 students, the DVAC officials found that the serial number of one demand draft was used multiple times against several students.

The Ethics and Anti-Corruption Commission (EACC) is investigating dozens of cases involving politicians, State and public officers over forged degrees, illegal allocation of resources, irregular employment, and approval of suspected pending bills. According to EACC’s chief executive officer, money and assets will be recovered from politicians who used forged academic certificates to win elective posts, even from those who retired.

Gulbarga University vice-chancellor caught five students copying in the first semester examinations during a visit to a college in Kalaburagi district. Three students have also been arrested for using mobile phones during an examination in another incident. Gulbarga University authorities have been accused of leaking question papers and encouraging examination malpractices. In May, the BCom examination had to be postponed after the fifth-semester question paper for Management Accounting got leaked.

In a national survey on research integrity by Dutch academics, 40,000 researchers, from PhD students to full professors, admitted to committing at least one of the 11 questionable research practices. One in 12 researchers is estimated to have fabricated or falsified research results in the last three years. According to a postdoctoral researcher and lead investigator of the survey, findings are already being discussed with policymakers in universities and medical centres in the Netherlands.

The Gombe State High Court sentenced a retired secondary school principal to two years imprisonment for fraud and running of illegal institutions. Between 2009 and 2015, he defrauded candidates of over N3.8 million in the guise of offering them admission into his three illegal higher institutions.

San Diego Ashford University, and its parent company, Zovio, have been fined US$22.37 million for fraudulent admissions tactics that left some students in serious debt and without degrees. According to San Diego Superior Court judge, the college has made bogus claims about career outcomes, costs and financial aid to lure vulnerable students to enrol in the online university programmes.

According to the Campaigners for Academic Crimes Court, Liberia's education system is overrun by a multitude of "fake graduates" who often pose as academics. Diploma audits are underway at the University of Liberia Faculty Association after two academics have been accused of having fake degrees.
