Many institutions in Australia provide training programmes for their Ph.D. students but these programmes vary in quality, content and reach. The temptation to judge a researcher’s performance for grant funding by the number of published research papers and the focus on the quantity over quality is very strong. They are not just driving bad behaviour for researchers but are also creating a market for criminals to enter scholarly publishing.

The quality of university education in Nigeria declines because politicians refuse to pay adequate attention to education. According to the president of the Academic Staff Union, most universities are “caricatures”, any person can teach and to be academic you only need some temperament. No serious academic work can be done and universities “produce ill-equipped graduates and they go to one political heavyweight, who gives them a letter and they are employed as teachers in the universities”.

The Centre for Research on Evaluation, Science, and Technology (CREST) at Stellenbosch University conducted a study on the quality of South Africa’s research publications, which includes predatory publishing. 4,246 South African papers published in 48 journals were found to be predatory. Several studies suggest that some academics are falling into predatory publication traps due to the pressure to publish, get more grants and boost their academic reputation.

According to Transparency International, 66 per cent of the money Nigerian governments allocate to education is stolen by corrupt officials. Resource misallocation, corrupt procurement, exchange of sex for grades, examination malpractices, fake qualifications, teacher absenteeism, and corrupt recruitment practices are just some examples of the challenges the education systems is facing. This affects the quality of education, inclusion and learning outcomes with devastating consequences for national economic growth.

The recent steps taken by the UK government to end the use of essay mills by its students is a blow to thousands of Kenyan students and university graduates who rely on academic contract writing as their main source of income. An integrity expert tells in his blog that the participants think of their jobs as providing a service of value, not as helping people to cheat. They see themselves as working as academic writers but this practice is considered unethical and there are concerns it will have damaging effects on the quality of higher education.

The Supreme Court of Pakistan last week ordered the removal of a number of university vice-chancellors because they were appointed in violation of the merit-based system. In stern remarks on 22 April over the appointment of vice-chancellors in Punjab province, Pakistan’s Chief Justice said “The Supreme Court cannot tolerate any appointment without transparency as the state of education in the province is in complete disarray,” and that the appointments were not the most senior professors but had close links with government circles.

The quality of Nigerian university graduates continues to be a source of concern with many of the country’s academics and stakeholders pointing to the prevalence of plagiarism and academic dishonesty in universities as a contributing factor. Last month a specialist in development economics was reported to have said that 70% of graduates churned out in recent times by Nigerian universities and other higher institutions of learning were “unemployable”.

The Association of African Universities (AAU) has identified corruption and threats to officials of accreditation bodies as some of the issues affecting the quality of some higher education institutions across the continent. “Because of corruption, some universities that are owned by ‘the rich and famous’ as well as politicians just get opened without the minimum requirements. Some accreditation bodies also face threats if they refuse to open unbefitting institutions,”. The AAU is preparing to implement the regional recognition of higher education qualifications across Africa .
