Lebanon ranks 143rd out of 180 countries in the world in 2017 Transparency International Corruption Perception Index. The President of the Central Inspectorate states that the Ministry of Education has "reduced teachers' working hours" and is carrying out recruitments, "which are not necessary”. He announced unexpected visits to public administrations in 2019 as part of the fight against corruption in order to introduce a tool to monitor recruitment.

The Higher Education Ministry of Oman has banned four Malaysian universities due to alleged academic and administrative abuses by the varsities. In total, there are 378 Omani students enrolled in the four universities. The Times of Oman, in its report, stated that the Committee for the Recognition of Non-Omani Higher Education Institutions and the Equivalence of Educational Qualifications in the Oman Higher Education Ministry had issued a decision to stop dealing with these universities. It said Omani students were not allowed to attend the educational institutions following the decision. Representatives from one of the universities claim that the Ministry’s action is ‘unwarranted’.

An official report has disclosed the spread of financial and administrative corruption in Ministry of Education. The report contains the response provided by the Minister of Education at the request of His Highness the Premier Sheikh to the questions presented by lawmakers about the measures taken by Ministry to deal with corruption cases. He explained in the report that a huge number of cases related to forging of educational certificates and misappropriation of public funds have been referred to the Public Prosecution.

The ministry of higher education and scientific research has sent a written notice to all university presidents, criticising them for non-compliance with a July 2016 ministerial decree which criminalised plagiarism, and urging them to deal with all irregularities in accordance with the rules. The instruction raises the possibility of past abuses which may have been overlooked by vice-chancellors, including the inappropriate appointment of individuals to examinations and theses adjudication boards. The letter constitutes an unprecedented move against a scourge that academics suggest is becoming “common practice” in universities.

Several Egyptian universities have changed their examination systems in an attempt to curb mass cheating. Academic institutions in the country have in recent years complained about widespread cheating, blaming it on a test system based on rote learning and the large numbers of students admitted into universities each year. In a bid to improve the situation, higher education authorities have recently announced the replacement of the traditional exam system with another based on multiple-choice questions.

Saudi graduates are reportedly growing frustrated with the increasing number of relatives and family members of university presidents and officials granted roles at the institutions. Saudi Gazette cited documents from one university showing at least eight relatives of the president holding academic roles. “It was very easy to find out the appointment of family members as academic staff from their names. This has irked university graduates who do not find jobs,” a source told the publication.

The national education minister has stated that a number of measures will be put in place in order to fight fraud during the next baccalaureate test cycle, including securing the online site of the National Examinations and Competitive Examination Office (ONEC), and preparing back-up questions. The minister emphasised the need to implement technical measures in order to adapt to developments in information technology and communication and respond to the challenges that arise as a result.

Plagiarism has been taboo for some and an open secret for others in Algeria, but is today a scandal that no one can deny – even though Ministry of Higher Education and Scientific Research officials are trying to minimise the problem. Some flagrant examples of plagiarism have emerged into the public sphere, and they appear to be the tip of the iceberg. In Algeria the gendarmerie carried out ‘tens of arrests’ for fraud by officials, teachers and heads of some exam centres. Papers had been leaked via social networks, through more than 150 Facebook accounts, which had enabled the police to identify and arrest perpetrators. Meanwhile, 53 people have been arrested in a number of towns in Morocco for their alleged involvement in baccalauréat fraud.
