Up to 80 state and private universities may be involved in selling teacher certificates or offering courses without accreditation, according to authorities. The Office of the Higher Education Commission (Ohec), which is investigating a university in Khon Kaen province found to have sold professional teacher certificates to graduates, said it would widen its probe to 77 other providers which had produced an unusually high number of teaching graduates.

The Department of Special Investigation (DSI) has opened a probe of World Peace University, which seems to grant honorary degrees in exchange for money, a practice the "university" insists is ethical and legal. The DSI said it received a complaint that the operation of World Peace cheats the public, with awards of degrees without normal university merit.

Controversy over plagiarism in the PhD thesis of the director of Thailand's National Innovation Agency, or NIA, has highlighted concerns over academic integrity and a widespread culture of plagiarism. Bangkok's Chulalongkorn University revoked the PhD – for the first time in the institution's history.

The Office of the Private Education Commission (Opec) has set up a working team to investigate private tutoring institutes which allegedly provided hi-tech devices to students to cheat in entrance exams after three students who took entrance exams for the university's College of Medicine, Faculty of Dental Medicine and Faculty of Pharmacy were found to have used video camera glasses and smartwatches to cheat during the exams. Opec will work closely and exchange information with Pak Klong Rangsit police who are investigating the case.

The Office of the Higher Education Commission (Ohec) has warned universities they are responsible for placing more emphasis on the quality of teaching, especially at the graduate level, after two cases of alleged thesis plagiarism at Silpakorn University were unveiled last month. Ohec oversees higher education institutes at both the undergraduate and graduate levels. Its secretary-general says the office is concerned over the allegations.

The Education Minister has threatened to use Article 44 of the interim constitution in tackling many ugly problems in the country's higher-education sector. Several private and state universities have operated programmes recently without proper permission. The latest scandal surrounds Bangkok Thonburi University (BTU). Though permitted to run a master's degree programme in educational management for 500 graduate students each year, the university has recruited 2,500 students to its programmes annually.
