After an attempt to cheat in the ongoing Kenya Certificate of Secondary Education (KCSE) examinations, the Teachers Service Commission has commenced disciplinary action against errant teachers of a Kisii school, Nairobi. The Teachers Service Commission Chief Executive said seven teachers and a school principal are already facing action. Capital FM News established that a Chemistry paper had been sneaked out of the examination room but was quickly confiscated when the attempt to compromise the exam occurred at Monianku Secondary School.

Following a high-level meeting last Friday, top officers from the police service, the Ministry of Education and the Kenya National Examinations Council (KNEC) will be dispatched to six parts of the country to investigate reports of plans to cheat in the forthcoming national examinations. The chairman of KNEC warned principals against collecting money from parents to buy fake examination materials for their candidates.

The Education CS wants universities selling degrees to politicians de-registered. He said the government is planning a major shake-up in higher education, including a crackdown on private universities, from next year. "I am happy now that councils have began to bite and strip people of their degrees. We would like to see more universities do that together with CUE and the Education ministry," he said on Monday during the AMFREF graduation ceremony. The crackdown will target institutions operating contrary to the statutory provisions guiding the higher education sector. Among those targeted are those operating on letters of interim authority beyond the statutory period.

A higher education qualifications framework aimed, inter alia, at curbing the proliferation of fake certificates will be in place at the start of January 2018. In terms of the new Kenya National Qualifications Framework, a national database of qualifications, publishing codes and guidelines will be maintained; an annual report on the status of qualifications will be produced; and interrelationships and linkages across national qualifications in consultation with stakeholders will be reviewed. The framework will also provide accurate graduate data to prospective employers.

Last month a student at Mount Kenya University, lost a case in the High Court in which she was challenging her suspension from the university over exam cheating. The judge dismissed the suit after he found that the disciplinary process the university followed was a fair administrative action. The student had gone to court to seek redress, arguing that the yardstick used by the university’s disciplinary committee to arrive at its verdict was unfair, excessive and in violation of the Constitution and her right to a fair hearing. So far, cheating in examinations in universities is widespread not just in Kenya but in most parts of the world.

The main issues discussed include the definition of academic corruption, the impact of academic corruption in Africa, and strategies to reducing corruption from the higher education system.

The Education Cabinet Secretary has vowed to ensure that people using fake university degree papers are unearthed. Addressing principals at All Saints Cathedral Anglican in Nairobi, the education CS lashed out at those who want to assume leadership roles by irregularly acquiring academic qualifications, saying the ministry will rein in on academic miscreants in an effort to promote integrity. He urged the principals to be at the forefront in instilling virtues and challenged them to take responsibility for failures in their institutions.

A news report states that in a rush to meet educational requirements for elections, several politicians in Kenya opted for dubious degrees and could be among those losing their certificates in an audit ordered by the Education Cabinet Secretary. The guilty institutions could also lose their charters.

The door was slammed shut on politicians rushing to acquire quick degrees before next year’s General Election. A directive by the Kenyan President on Thursday said university students must meet the minimum admission requirements and lecturer times. The Education ministry was ordered to fully implement the directives. “Universities that do not heed these requirements should be dealt with according to the law,” said the President.

The Education Cabinet Secretary brushed off critics of the new measures he announced on Wednesday and announced that he will set aside all his ministerial duties in November to go around the country and monitor how the national examinations will be conducted. The secretary, known for his impromptu visits to schools which have put many headteachers on the spot, on Friday said his November 4 to 30 diary had been cleared to ensure he visits schools countrywide. He said there were many other measures the ministry has in the pipeline to stem examination cheating, including the use of technology.
