There have been cases of corruption related to school feeding in the municipality of Santander in Colombia. The contract worth $30 million, intended for the children of Santander, was awarded to a company with no expertise in cooking or nutrition.

Across the country, academies have been plagued by allegations of financial impropriety, conflicts of interest and even corruption. Unlike schools under local authority control, academies are responsible for their own financial management. Although this means that developing good corporate relations is essential, many have ended up without a proper framework for transparency and accountability. A 2014 report for parliament claimed that “conflicts of interest are common”, adding: “There is a broader sense that the academy system lacks transparency.”

A total of 4,827 'ghost' pupils have been identified in Sengerema and Buchosa districts following a special audit. According to the Sengerema District Commissioner a total of 41 head teachers have been suspended in connection to the investigation. 710 of the pupils come from Sengerema district while 4,117 pupils were identified from Buchosa. The Sengerema District Education officer said his office will conduct frequent inspections to identify ghost students.

The Rukwa Region has identified 2,408 students from public primary and secondary schools as ghost students following the recent verifications. The Rukwa Region Commissioner (RC), briefed the Prime Minister from the regional development reports in Namanyere Town , Nkasi District. The premier was further told that Rukwa Region continued to put into action the directives of the President by undertaking thorough verification of phantom students in all public primary and secondary schools in the region.

In Algeria the gendarmerie carried out ‘tens of arrests’ for fraud by officials, teachers and heads of some exam centres. Papers had been leaked via social networks, through more than 150 Facebook accounts, which had enabled the police to identify and arrest perpetrators. Meanwhile, 53 people have been arrested in a number of towns in Morocco for their alleged involvement in baccalauréat fraud. The arrests concerned 22 administrators of social network chat pages and sites for facilitating exam paper leaks and answers in return for money

The Eastern Cape Education Department has concluded its investigation into 'ghost pupils', but it still faces the 'ghost teachers' scandal. The wife of a former African National Congress (ANC) Chief Whip faces 16 counts of fraud and 10 counts of money laundering after allegedly pocketing more than R1 million by processing several fake applications for Grade R teaching posts.

A new report has unearthed massive irregularities in the procurement of textbooks for public schools, with head teachers playing a key role in the racket. The fraud ranges from forged signatures, delivery of phantom books, overpricing and single-sourcing of suppliers by instructional materials selection committees at the school level. Education Cabinet Secretary recently said that though the government allocated Sh10 billion for books in the last three years, most schools did not have the materials. He estimated that the pupil-to-book ratio stood at 5:1 in primary schools.

Three more cases of unlawful appointments in the Rawalpindi education department have been unearthed. According to sources in the education department, three fake women teachers have been hired for a high school for boys. The Anti-Corruption Establishment (ACE) is already investigating the appointment of 50 fake teachers in the education department in Kallar Syedan. The Executive District Officer has launched an inquiry into the bogus appointments, an official in the education department on condition of anonymity said.

Many instances were witnessed across the country, where parents arrived at schools to return free uniform material vouchers which were invalid. There were also instances where parents complained of the insufficient value attached to these vouchers, and where parents were unable to purchase quality material for a specified price. Against this backdrop, several teachers and principals’ associations staged a joint media briefing in Colombo, highlighting the fact that teachers, students and parents, have been inconvenienced by the new voucher system.

A series of incriminating reports in 2015 indicate that corruption has hit several parts of the education sector. A countrywide audit being conducted by the Ministry of Primary and Secondary Education has established that authorities have prejudiced schools of millions in levy scams. School authorities accused of embezzlement have been arrested and subsequently convicted, with some of them jailed for at least five years.
