The Inter-University Council for East Africa and member states from the East African Community need to address the issue of poor quality of education in private universities operating without minimum requirements. Members of the East African Legislative Assembly are concerned about those “quack universities” where students are tricked into enrolling but later fail to graduate after the universities have closed. This is the case of Kampala University, which opened a branch in Juba but closed without informing students, leaving them stranded.

Chung Chou University of Science and Technology (CCUT) has been forcing students from Uganda to work in factories for long hours to pay off debts they incurred since they did not receive the promised scholarships. The university had been under observation for quality issues since 2015 so this new element persuaded the advisory commission on private schools to ask the Ministry of Education for tougher sanctions against CCUT which is no longer allowed to recruit any new students, whether foreign or domestic.

In line with the second MDG of achieving universal primary education by ensuring that all girls and boys complete a full course of primary schooling, moral values and ethics need to be inducted in the education system aside practical skills. Though some people have argued that corruption is as old as mankind, it is mankind that can avert the situation through structuring curricular whose aim should be producing morally upright citizens who abhor corruption.

Makarere University, in Uganda, one of the most prestigious universities in Africa may revoke 200 degrees awarded in the past years after an internal committee charged with investigating academic fraud, discovered that students have been enrolled without any evidence that they met admissions criteria.

Selon le secrétaire de direction du Conseil, la plupart des Kényans souhaitent intégrer une université en Ouganda du fait de coûts d'inscription inférieurs à ceux de leurs universités locales. Cependant, ils ne s'assurent pas de la conformité de la qualité de l'enseignement dispensé par les universités ougandaises aux normes en vigueur.
