According to a survey conducted by Education Sub-Saharan Africa (ESSA), most universities in East Africa struggled to uphold the integrity of examinations that were administered online during the COVID-19 pandemic. The lead investigator at ESSA reports that students used materials prohibited during the examinations or breached university examination policies. Uganda and Kenya had the highest number of universities that struggled, at 31% and 27%, respectively.

Authorities at the national examination body Uneb accused teachers of orchestrating a grand scheme in schools, that pushed pupils to cheat on the 2020 primary leaving exams. The board withheld the results of 2,220 candidates pending completion of investigations into malpractices. Cheating occurs in a number of ways, including parents, in some of the top schools being asked to commit to paying a fee in order for their children to receive good results in the primary leaving exam.

Ugandan police have made no arrests among the 88 suspects – some of them alleged to be politicians and business people – implicated in the altering or forging of marks at Makerere University, months after university officials reported the offences. Up to 69 degrees are to be cancelled at Makerere University following the findings of a university audit initiated in September. The audit report, which is not available to the public, has revealed that results were altered at senate level after lecturers and college and school registrars made their submissions.

When the Uganda National Examinations Board (Uneb) released the exam timetables on Monday, it also addressed a troubling question: how to stem the rampant examination malpractices. In a statement, Uneb urged all candidates to report directly to the board any invigilator, teacher or head teacher and other candidates involved in examination malpractice. The Uneb executive secretary stated that “The board reserves the right to declare publicly names of centres, candidates or anyone else who will have involved themselves in examination malpractice”.

The Parliament has decided that schools cannot charge any money from students benefiting from the Universal Secondary Education scheme. The committee also wanted answers on examination malpractices, leakages and cancelled 'O' level results. It decided that when a candidate is deemed to have cheated in one paper, the candidate loses the whole examination.

Results from last year's Uganda Certificate of Education exams show that 2,742 students have not obtained their exam due to cheating, and seven schools lost examination center status. Even in the employment sector many executives' qualifications have been found wanting least of all in professions as lofty as law. A judge had to resign for forging academic papers in the 1990s.
