The Punjab Vigilance Bureau has arrested five Education Department officials for committing irregularities and misappropriation in safeguarding official records relating to the recruitment of 9,998 posts in 2007. The fraud came to light following complaints that many candidates had submitted bogus documents, including fake experience certificates. The officials were arrested while the investigation is still underway.

Many job seekers try to secure a place by cheating in exams, including buying exam papers or paying someone else to take the test on their behalf. Police stopped a bus in Udaipur that was on its way to an examination centre which was carrying teachers and candidates. Four government schoolteachers were found solving questions for at least 20 candidates. 48 people have been arrested and the examination process cancelled. Since 2018, at least 12 recruitment drives have been cancelled in the state after the test was leaked.

A report from Calcutta High Court shows how the West Bengal Central School Service Commission (WBSSC) allegedly misused the Right to Information (RTI) Act to facilitate illegal recruitment. The chairman of the WBSSC had instructed the chairpersons of the five regional commissions to scan and store their signatures on the WBSSC’s application server. These were used as illegal digital signatures for over 500 fake recommendation letters, allegedly hand-delivered to undeserving candidates.

The Central Bureau of Investigation filed a report against the former deputy director of the West Bengal school education directorate, officials of the School Service Commission and the Board of Secondary Education for criminal conspiracy, cheating, forgery for the purpose of cheating and using a forged document or electronic record as genuine. They extended undue advantage in appointing undeserving candidates to Group-D staff posts by violating departmental rules and using forged documents.

The biometric mechanism put in place by the Sindh government proved to be counterproductive and has failed to compel ghost teachers to attend school: 6.5 million children are currently out of school.

A science teacher is accused of working in 25 Kasturba Gandhi Balika Vidyalaya simultaneously for 13 months and taking home approximately Rs 1 crore as salary. The police arrested one of the multiple persons impersonating the science teacher, using her academic records. The minister of education ordered a probe into the records of all 746 residential schools for girls. A First Information Report on the charges of dishonesty, cheating by impersonation, forgery of valuable security, forgery for purpose of cheating, using a forged document, was lodged against her.

Student researchers found guilty of plagiarism may lose their registration and teachers could lose their jobs as the HRD ministry approved new regulations on plagiarism drafted by the University Grants Commission (UGC) in New Delhi. In March this year, the UGC had approved the regulations prescribing graded punishment for plagiarism. In case the similarities are between 40% and 60%, students will be banned from submitting a revised paper for one year. A student's registration for a programme will be cancelled if the similarities are above 60%

The government plans to bring in a law to stop rampant plagiarism in academia, with punishment ranging from a warning to deregistration in the case of students and dismissal from service for teachers. Higher education regulator University Grants Commission (UGC) is finalising a draft law — the first of its kind — that is likely to be sent to the human resource development ministry for further action by June-end. Official sources said the government intends to seek parliamentary approval for the law this year itself.

About 3,000 schoolteachers in Bihar, who allegedly used fake degree certificates to get jobs, have resigned till date apprehending legal action. Earlier, the state government admitted that it recruited more than 300,000 contract teachers without verifying their educational and professional degrees. The petitioner of the probe said he has collected documents as evidence through Right to Information queries to prove that thousands of teachers used forged degrees to get jobs.
